Statistical Office Research
Poland is one of the very few countries that systematically investigate employment
in the shadowy economy. Polish Main Statistical Office carried out three research
projects concerning unregistered employment - in 1995, 1998 and 2004. Outcomes
of these research projects are summarized in the paper.
Anna Giza-Poleszczuk - How to Quantify Unregistered
Employment?
The paper presents selected issues that are focused on unregistered employment measurement and, in particular, measures of unregistered employment demand and supply. Innovative approaches to measurement, both qualitative and quantitative, are presented and discussed with an aim to grasp cultural aspects of the phenomenon under scrutiny.

Authors discuss unregistered jobs offered by households indicating that attitudes
towards the State are as important as cost - benefit calculations. The paper
presents empirical findings concerning households decisions on using unregistered
work.
Paweł Poławski - Life in a Gray Zone: Gray Economy Diversifications
The article addresses the problem of popular in the literature and - at the same
time - artificial distinction between the formal and informal economy. It
also discusses why analyses of the grey economy shall not be limited to labor
market, showing that individual activities in various dimensions of the informal
economy are correlated. The author, using factor analysis, shows to what extent
individuals are engaged in the informal exchange of goods and services, and what
is the relation between the engagement and the lifestyle in contemporary Poland.
Krzysztof Pater - Guidelines for Action
Author summarizes major findings of the research project and puts forward the package of suggestions concerning legalization of unregistered forms of economic activity covering both legal and administrative and economic measures that take into account diversified sensitivity of the variety of labour market actors.
