SOCIAL POLICY NO 10/2006 (391) WE RECOMMEND THE PAPERS:

Piotra Sałustowicza – Challenges Facing Modern Social Policy  

The paper concerns the question of the challenges with which the current welfare policy, primarily in Poland, but also in other European countries, has been faced. There are two very urgent social questions needing a response of welfare policy. First: demographic changes, labour-market segmentation and structural unemployment. The predicted negative consequences of the change of the age-groups structure in the near future require the welfare policy to search for efficient measures responding to this change. There are three directions of reaction of welfare policy: 1. an increase in of family protection and support; 2. a new migration policy; 3. a larger and better integration of workers agedg over 50 on labour-market. The second urgent social question is the growth of work precarity and structural unemployment. Both have a dysfunctional impact on individuals and on society. The paper draws special attention to the relationship between the structural unemployment and informal and illegal activities. It concludes that the large extent of undeclared work in Poland deserves much more attention of welfare policy than it does nowadays.


Romualda Jończego – Migrations for Work and Better, Wages among Youth in Opole Region 

The paper treats about factors determinating migrations of young native people from the Opole region who have dual citizenship (polish and german) outside the country. This migration process still gets stronger and stronger. From the working people who are 18-25 years old, 84% take job outside the boarder. In the migration reasons still relative payable takes advantage. The problem is not lack of job at all but lack of steady work in professions and for salaries, which would be attractive for people who may as well take job outside the border. The article presents arguments which proves that economic emigration of young people will change, in major part, into permanent emigration. It becomes necessary to take urgent actions to withhold people leaving the region and the country.


Marioli Kordas-Surowiec – Family Violence: the Police Criminal Data from 1999–2006 

The paper shows, what information about domestic violence you can obtain from statistical data, which police has at one’s command. How the statistics are revolted and what difficulties are connected with interpretation of them. The paper contains data concerning police intervention in confronting domestic violence and data about victims and offenders who were registered in “Blue Cards” in the years 1999–2005.The paper also includes data about offences connected with domestic violence, wronged and suspected of family ill-treatment.

Joanny Plak – Amato nad Dini Reforms in Italy: in Search of the Best Pension System 

The paper presents manner in which one Italians reformed their pension system seeking ideal solutions. The author explains why changes was necessary in pension system in Italy before 1992 year. The article shows its biggest weaknesses and presents the way to eliminate them. The reader finds some informations about the most important reforms in Italy – Amato and Dini. He may know something about innovatory solutions which can become example to imitations for another countries. The author presents some Italian’s opinions connected with reform of pension system in their country. The reader knows what Italians think about advantages and defects of mentioned reforms. At writing of article author used informations contained in Polish and foreign books, newspapers and also in Internet.
