The main aim of the article was to analyses of the opportunities and barriers to the development of individual entrepreneurship among rural youth. At first, was presented the theoretical concept of entrepreneurship. Next presented possibilities and risks of individual business development based on the results of their research conducted among the population of interest in 2009 in West Pomerania.

Process of population aging implicates the necessity of changes in the pension system. The main challenge for the welfare state is to guarantee appropriate level of live for increasing number of old people. In this situation basic task for public institutions is to build such construction of old age security system that would be able to face this challenge.

In the study author compares the two types of pension systems: defined benefit system and defined contribution system. While describing advantages and disadvantages of both of them, he pays attention to the features, that are often being left out (or ignored) by other authors. As a result, the defined contribution system is usually presented as relatively better than system with defined benefit. In conclusion the author proposes using the hybrid systems that take advantage of strengths of both systems.

The issue of pension system is discussed in the article. The leading thesis is as follows: social insurance are not savings or investments or tax; (intergenerational) pension insurance contract should not be converted into a loan agreement or contract of capital transfer having the characteristics of gambling, which unfortunately happened in Poland. Proving this thesis will be to demonstrate the nature and impact of capital pillar in pension system.

The article illustrates the level of expenses on energy (electricity, heating, fuels etc.) of Polish households and identifies some features of households threatened by the fuel poverty. In 2008 up to 40,3% of households spent more than 10% of their income. The most threatened by the fuel poverty are: single persons, pensioners' and farmers' households, those ones that live in rural area or in small cities (up to 100 thousands of inhabitants), having small flats up to 69 square meters.
