Andrzej Rosner, Monika Stanny – Demographic
aspects of labour resources In Poland till 2030
The presented analysis reveal some important facts to which
attention should be drawn: (1) The period of systemic reforms inaugurated in
1989 coincided with the phase of demographic development characterised by
exceptionally strongly extended reproduction of the population of working age.
(2) After 2009 the demographic reproduction of labour resources will have a
narrowed character. This fact will contribute to the emergence of far more
favourable conditions for reducing unemployment. However, in rural areas
narrowed reproduction will start later than in urban areas and it will have a
less dynamic character. (3) In rural areas the narrowed reproduction of labour
resources will start after 2014. More favourable conditions will emerge then for
the restructuring of agriculture designed to lead to a reduction in the number
of persons employed in agriculture and in the share of farming in the total
structure of employment. (4) However, after a few years a new unfavourable
phenomenon will surface, namely the phenomenon of the ageing of the labour
resources and, consequently, of diminished propensity of persons looking for a
job to show both spatial and vocational mobility. The process of ageing of the
labour resources will be intensifying at a relatively high rate, especially
after 2020. Although this tendency will surface both in rural and urban areas
the labour resources in rural areas will be relatively younger and, consequently,
characterized by greater mobility.
Marcin Golec – Healthy
ageing
Ageing – this elementary biological process never before was
so common within human population. This is due to prolongation of an average age,
especially in developed countries. Population ageing results in deep changes
within healthcare systems. Ageing processes can be described as growth of
entropy causing decrease of repair. This results in elevated risk of disease.
Healthy ageing is strictly connected to preservation of organs functionality.
This depends on repair potential: proper response to stress factors. Thus it
seems inevitable to change the main interest within health care sector from
treatment of acute diseases to less spectacular, more composed methods of
maintaining organs functionality and slowing down ageing processes. Due to these
needs healthcare system is inevitably evolving into interdisciplinary health
sector with increasing role of health promotion.
Iwona Kukulak-Dolata – Cooperation between labour
office and employment agencies
In the presented article the results of research on cooperation between the
county labour offices and employment agencies were shown. The research was
conducted in 2007 as a part of a project “The potential and perspectives of
cooperation between the employment agencies and public employment services,”
which was co-funded with resources form the European Social Fund. Up-to-date
fields of cooperation and its frequency were covered in the analysis. The public
service staff were asked their opinions about continuing the cooperation in the
future. If a situation where there was no cooperation with the employment
agencies occurred, the crucial thing was to evaluate the reasons of such a state.
Jarosław Poteraj – Pension system in Denmark
The paper presents an insight into the old age pension system in Denmark. The
introduction is followed by tree topic paragraphs: (1) the historical
development of its pension system, (2) the present situation and (3) challenges
and foreseen changes. There, the author’s goal was to present both past and
present solutions employed by the Danish’s pension system, in search for ideas
worth consideration in international comparisons. In the summary, the author
highlights as a particular Danish approach the fact of existing integrated
IT-platform PensionInfo, where pensioners can find all the data according to the
rules of pension performance and the state of their personal pension accounts.
Jakub Pawelec – Company
pension schemes in Germany and Austria
The subject of the article is the analysis of the company
pension schemes in Germany and Austria. The author explains the origin of
company pension schemes and presents statistical data on the company pension
schemes in Germany and Austria. A construction of company pension schemes was
described in the article: subject scope of the regulation, legal forma and
financing methods. The author refers to fundamental functions that company
pension scheme are to fulfill for an employer and an employee – in particular
reinforcing an employee’s loyalty to a company. A general assessment of the
functioning and effectiveness of the company pension schemes in Germany and
Austria was also made.
Gul’nara Bazarbaeva, Andrzej Wierzbicki – Social
security in contemporary Kazakhstan
The paper analyzes social security system in Kazakhstan, in particular reform of
pension scheme. Authors pay attention to conditions social security system in
this country, goals of pension reform, problems of pension age and function of
pension funds. Changes in social security system situate Kazakhstan as leader
CIS countries and against of background countries of Central and East Europe.
