Ewa Aksman – Concentration and regressivity of
social benefits
The aim of this paper is to investigate concentration and regressivity of social
benefits in Poland. Household Budget Surveys carried out by the Central
Statistical Office in 2000–2005 is the source of data for the study. Under
statistical analysis benefit concentration coefficient and benefit regressivity
coefficient introduced by N.C. Kakwani are used. The empirical results
demonstrate that social benefits in Poland are negatively concentrated with
respect to household original income and that is why they are regressive.
Benefit concentration coefficient was calculated between –0.4022 and –0.3521,
while the benefit regressivity coefficient was calculated between 0.6824 and
0.7414. Benefits not covered by social insurance system are more negatively
concentrated with respect to household original income and more regressive as
compared with benefits covered by social insurance system. Moreover, the
analysis regards redistributive effect of all benefits: the effect reached the
value between –7.16% and –6.40%.
Magdalena Knapińska – Transformation of labour
resources in Poland 1990–2006
The goal of the elaboration is to present, analyze and evaluate tendencies in
main economic ratios connected with level, structure and dynamics of labour
supply in Poland after 1990. In the first part the size of human resources was
presented, in particular it was the population at the working age in relation
with the population at the pre- and post-working age. Than the presentation and
evaluation of changes in economic activity and level of education in Poland was
made. In the next part of the elaboration the attempt to evaluate the tendencies
in abroad migrations under conditions of Polish accession to the European Union.
Finally, labour demand was presented, especially the level and dynamics of the
number of employed persons. The main thesis of the elaboration is to present
changes in Polish human resources in the last seventeen years taking into
considerations demographic conditions and European integration. The main method
used in the research was the descriptive statistics.
Radosław Krajewski – Regulating beggars
Begging is a way of obtain existence resources in the means of plead
financial alms or non-cash in permanent character. The law predict penal
responsibility to person which beg in public place in spite of own existence
resources or to be capable of work also person to beg in public place
importunate or fraudulent way. Person which to induce to beg infant or helpless
person or which is under his attention, is liable for penal responsibility.
However principles are not categorically enforce through the judiciary
institutions, in a social approach can accept appropriate, while liberal
perspective can call for more rigorism in this range.
Jarosław Pichla – The Complementary role of
Employment Agencies and Public Employment Service on the labour market
Over the past twenty years we have witnessed important changes in the model of
institutional infrastructure of the labour market in many countries. Public
Employment Services (PES) have lost their monopoly in job-broking services,
vocational guidance etc. As a consequence, there has been a dynamic growth in
the number of private and non-profit organizations rendering a broad range of
services both to employers and employees. There is opportunity for cooperation (or
competition) between employment agencies and PES, especially when the
institutions deal with the same client, and there is also room for
complementarity when the institutions operate in different segments of the
labour market.
Joanna Leśniowska – Shorttages of nursing staff and
migration of the polish nurses to the EU
Many European Union countries face serious problems with the lack and migration
of healthcare personnel. The main reason of the increase of demand for doctors
and nurses is society aging. Shortages of employees in the healthcare sector are
also a result of the aging of healthcare personnel and decreasing of the number
of working staff. Moreover challenging and effortful work conditions together
with low salary leads to significant staff turnover. Phenomenon of nursing
personnel turnover can be observed especially on the example of Polish nurses
migrating to the “old” EU countries.
Grażyna Sordyl, Joanna Niżnik – Dilemmas around
reform of the health insurance systemn in Poland
The article presents an analysis of proposals of the reform of the health
insurance system in Poland, created by teams of experts established by the Civil
Rights Ombudsman (first) and by Piotr Kulpa, Director of the Health Insurance
Department in the Ministry of Health (second). Both projects adopt a tri-partite
model for the health insurance system, but introduce different principles
regarding the functions of private insurance and the freedom of entering a
contract. The aim of the proposed solutions is to increase the efficiency of the
healthcare system by making available additional, extra-budgetary resources,
which would stabilizing the system, increasing the level of efficiency of
allocating resources in the health service, raising health awareness of citizens
and health security and limiting negative factors. The work characterises the
health insurance systems in selected countries, which could provide a basis for
the assessment of the proposed changes.
Christoph Sowada – What is missing in the debate
concerning private health insurance
In the text which is a commentary to the article written by G. Sordyl
and J. Niżnik, the author concentrates on the evaluation of the health insurance
reform projects formulated by the Polish ombudsman and P. Kulpa Director in the
Ministry of health in 2007. The author is skeptical to the possibility of
achieving the goals stated by P. Kulpa in relation to private health insurance (modernization
and stabilization of the system, increasing the efficiency, rising health
security and limiting the corruption). At the same time the author formulates a
number of doubts concerning the suggested detailed solutions, e.g. the lack of
justification for regressive tax subvention for people purchasing private
insurance, concentration on the increase of the hospital rates, lack of
justification for double payment for standard (and quaranteed by NHF) quality of
services. The author finally points to the insufficient tools for reducing the
cream skimming by private insurance companies and the lack of justification for
a separate (but private managed) obligatory health insurance for partly paid by
NHF health services recommended by the ombudsman.
