Jerzy Wratny - Characteristics and Evaluation of Selected Provisions in the Draft of Collective Labour Code
The premises of the elaboration of the draft of the Collective Labour Code by the Governmental Commission for Codification of Labour Law have been presented; the bill is the second one besides the another draft of the Labour Code relating to the employment law (individual labour law) being result of 4-year lasting activity of the above mentioned Commission. The selected proposals in the field of industrial relations, being regulated in the bill have been presented, analyzed and evaluated. This are as follows: the model of trade unions versus employers, establishment and role of non-union representations of the workers, procedures of collective disputes and organizing of strikes. The importance of these issues, which should be principally discussed, has been underlined. The need of discussion does not depend on the implementation of the Code, the future of which is still uncertain.
Wojciech Muszalski - Change of Retirement Age
Initially, a retirement age in the European countries was set very high. Then, until the times of the oil crisis in the 70’s of the 20th century, the retirement age kept falling. However, after that crisis, there came a tendency to raise the retirement age.
Marcin Kautsch, Roman Lewandowski - Health Care Services Quality Certification in Poland
There are two methods certifying the quality in Polish healthcare: certification according to the ISO 9001:2001 norm and CMJ accreditation. Number of healthcare units, which have these documents has recently substantially grown. The evidence shows that it does not bear real quality increase of services provided by the units. The paper reveals the number of certified units, reasons for the mentioned growth and some proposals, which in practice may improve quality of health care services.

The Consequences of the Tax System Complexity
The purpose of this paper is a presentation of the consequences of tax law excessive complexity. Author focuses on readability of the tax literature and communication between taxpayers and tax authorities. In the present paper, date showing the influence of tax complexity on taxpayers behavior, and factors significantly differentiating the tax returns preparing by citizens, are presented. The paper demonstrates the influence of tax law complexity on evaluation of tax fairness.
Beata Ziębińska - Third Age Universities – Selected Aspects of Organization’s Operation
The Third Age Universities (TAUs) have been operating in Poland for over thirty years. Their goal is to keep their students active, in a broad sense: intellectually, physically, and socially. The purpose of this article is to present various organizational forms of TAUs, and the forms and content of their cooperation with other institutions. TAUs’ cooperation aims at improving their operations and quality of life of their students. It also aims at supporting other groups, both inside and outside the local community.The following hypothesis can be put forward: TAUs are becoming a significant tool of carrying out social policies to help the elders.
