Piotr Sałustowicz - Open Metod of Co-ordination
as the Instrument of Combat of Social Exclusion
Since the Lisbon Strategy the open method of coordination has become
the subject of an intensive debate. Its importance for EU social policy has been
discussed in a very controversial manner regarding to two very different visions
of "Social Europe". The special attention should be paid to the role of the open
method of coordination for policy of social inclusion. In order to be able to
assess properly the relevance of that instrument it seems to be necessary to
answer the questions: What is the open method of coordination and how it is functioning?
The paper discusses the main approaches of the understanding of the open method
of coordination among experts and illustrates its functioning on the example
of Great Britain. Then it points out some implications for the new states-member,
including Poland.
Wiktor Rutkowski - Income Inequality and Poverty
in Poland on the Background of the European Union
In the light of the European survey on income and living conditions (EU-SILC)
for the period 2005-2007, income inequality and the risk of relative poverty
in Poland are among the largest in the European Union. Economic slowdown caused
by the world financial crises, as well as structural reasons, may affect the
maintenance or even deepening inequality and poverty risk. This may weaken the
social capital necessary, in the short term, for the preservation of social stability
during the period of economic downturn, and in the longer term for the difficult
changes in order to improve the competitiveness of the Polish economy.
Małgorzata Kalbarczyk, Anna Nicińska - Financial
and Nonfinancial Transfers in SHARE
The article presents preliminary analysis of SHARE data about financial and nonfinancial support between households. Frequency of given and received financial and nonfinancial transfers, inheritance and grandchildren care were investigated in international comparison. More detailed analyses focus on Poland and take into account donors and recipients of transfers, reasons for received and given transfers, and also value of financial transfers and frequency of nonfinancial transfers. Results show that population 50+ consists not only of transfers recipients but often of transfers donors. Results for Poland are similar to the results obtained for southern European countries.
Benedykt Puczkowski - The Growth of the Competences
on Labour Market
Knowledge becomes the most important factor of the economic success of the people,
the social groups and enterprises. Success in the economy called also "the new
economy" or "the information era" depends on proper quantity and quality
of the information and skills of their initiating in processes of production
of goods.
The feature of present times is also quick senescence of information, therefore
the skill of knowledge quick utilization in process of production becomes the
basis of competitive superiority of enterprises and prosperity societies growth.
The knowledge growth by informal education is one of the most important elements
in process of supplies utilization. The informal education becomes very important
instrument both in knowledge transfer in the region, as and in individual professional
development of its occupants.
Mirosław Gorczyca - Housing Allowances in Germany
The article presents housing allowances at 1991-2007, especially focusing on
2007 and providing important information about the housing situation in this
country.
Jarosław Poteraj - Pension System in Loxembourg
The article presents an insight into the old age pension system in Luxembourg.
There, the author's goal was to present both past and present solutions employed
by the Luxembourgishs pension system, in search for ideas worth consideration
in international comparisons. In the summary, the author highlights as a particular
Luxembourgish approach the possibility to receive reimbursement of the contributions
paid for the base pension insurance after reaching the age of 65 in the case
when a person is not entitled to the pension benefit.
