Stanisławy Golinowskiej – Conditions for increasing effectiveness of local self-governments social policies
Decentralisation, encompassing also deconcentration and devolution, is an important factor influencing social policy. Social policy institutions since 1999 carry out their activities at different levels of the territorial governments and social sectors have different placement structure at the territorial self-governments. Moreover Poland – as the member of the European Union - has now one additional level of social policy – European one. At that level Poland carries out several European social strategies within the framework of the OMC (open method of coordination). Out comes of the new institutional situation are not yet well known. At the same time, one could observe difficulties in the process of coordination from the common interest point of view as well as from the long – term perspective. Proper assessment of efficiency and adequacy of decentralised activities in social policy, improvement of management and better state level governance require development of information base and analytical capabilities at all levels, increase in skills and knowledge of administration staff and greater consistency in rules defining who is responsible for particular areas and tasks at every level of territorial self- government.
Magdaleny Rycak – The protective function of regulations governing working time and Work Schedules
The paper focuses on the protective function of regulations concerning working time and works schedules. This function is first of all carried out by providing employees with the right to rest. It may happen, however, that while labour law grants all workers the right to rest, it sometimes makes again their individual interests. This problem is discussed from the perspective of the constitutional right to live. The popular view, widely shared within the employment law doctrine, that shortening working hours always serves the protection of workers, is criticized here. The analysis of Polish and European Union regulations time working leads to unexpecteds conclusions.
Witolda Nieciuńskiego – Futile attempts to advice on housing policy
Critical evaluation of transitory housing policy is offered by authors from the Housing Research Institute and those who support massive public involvement in supply of relatively inexpensive apartments for rent. Both right as well as left governments in Poland supported housing policies based on an idea of individual ownership, new political declarations do not indicate any significant changes in these policies.
Barbary Surdykowskiej – Basic income
Persisting unemployment, poverty and social exclusion, labour market flexibility, job insecurity and higher wage inequality, changing patterns of work and family life are among the factors that exert pressure on welfare states in Europe. The paper explores the potential of an unconditional basic income, without means test or work requirment, to meet the challenges posed by the new social question.
The idea of basic income apart from a brief period of the 1960s and 1970s has not been a significant part of the public debate. However, interest in the basic income is growing; numerous paper and books have been written on the topic. Most of the recent interest has arisen in Europe but there has been some growing interest in the United States too.
Filipa Chybalskiego – Pension funds in OECD countries
Ageing society makes the repartition pension systems (PAYG – pay as you go) ineffective. This is the main reason for reforming PAYG systems and for the development of capital pension insurances. These insurances are mainly or framed by pension funds that are responsible for investing contributions paid to them and accumulating pension capital. The main topic the paper is the classification of pension funds, the profile of their activity in OECD countries and methods of supervising them.
