Cezarego Żołędowskiego - Comments on Job Migration from Poland
Job migration and re-emigration are the most important problems of Polish migration policy. Social and economic assessment of their results should take into account the previously established mechanisms of job resources usage in Poland, which are disadvantageous and push many people to leave the job market lowering job activity. Slowing down reforms lengthening factual time of employment, increasing activity of the unemployed, and speeding up the flow of rural population to out-agricultural jobs makes job emigration a serious factor causing financial problems of social security institutions. It also causes the deficit of qualified workers on the home market. The activities aiming at decreasing the costs of creating new work places and eliminating the differences in attractiveness between home and foreign job markets are the conditions of limiting such a large scale of job emigration and encouraging the emigrants to return home.
Małgorzaty Kalbarczyk - Impact of Private Transfers on Households’ Income
The increasing degree of income inequality in Poland rises a question whether these inequalities should be reduced and if so, how the income equalization should be done. In this work the role of private transfers in the household income is shown. It was studied what affects the probability of a private transfer and what are the factors which determine the transfer value. The obtained results suggest the motivation for private transfers and an effect of crowding out private transfers by public transfers. The results for Poland are compared with the results for England, Denmark and Germany.
Zofii Szwedy-Lewandowskiej -TResidential Homes for the Elderly. Estimation of Future Demand
The aim of this work is the attempt to determine the future demand for places in social aid homes for those over 60 and 75 years old in 2010–2030. The projection was made in four variants. In the basis variant changes in the frequency of disability were assumed. In another ones, the percentage of disability was decreased by 2%, 1% and 0,5%. According to the basic variant of the forecast, the number of residents of social aid homes at the age of over 60 will increase by 72% within the space of 25 years, from 41 850 in 2005 to 72 080 in 2030. However, the number of residents who will be over 75 will almost double. According to the second variant of the forecast, (the declarations of disability will be lower by 2%) the number of residents aged 60 and more will vary from 39 390 and 41 740, and of those aged 75 and more will increase by 21% from 21 910 in 2005 to 26 680 in 2030.
Macieja Duszczyka - Immigrations Come-Backs: European Experience
The analysis focuses on the phenomenon of return migrations and conclusions that might come for Poland in this area from experiences of states that became members of the European Unions earlier Opening of labor markets of many European Union member states resulted in an increase of employment migrations among Poles. In the history of the European Union there were several increases of employment migrations, which were related to lifting of restrictions. At the same time, however, all typical emigration countries recorded return migrations after some period of membership. An analysis of experiences of emigration states, which became European Union members, can bring out a conclusion that also in the case of Poland a significant scale of return migration will take place within s few years, and the number of Poles undertaking employment in other member states will first stop rising, followed by a drop.
Jadwigii Nadolskiej - Coping with Unemployment: mini-jobs in Germany
Since 2002, Germany has been involved in extensive labour market reform effort. The reducing long-term unemployment and developing low-skilled labour was one of the main elements of new employment policy. That is why so-called minijobs which consist of part-time work with reduced social coverage have gradually come to occupy a central place in German low-wage job development strategy. The article presents the historical background of minijobs’ expansion in Germany, describes precisely recent reforms and analyses the effectiveness of presented new labour market instruments.
