Wiktor Rutkowski Inequality and economic
growth
The influence of inequality on economic growth is the subject of heated interest
of economists from several years. It is symptomatic, and surprising in the light
of traditional standpoint of economics, that majority of empirical research
point to positive dependence between equality and growth. The analysis of
findings of this research suggests that equality affects growth through:
improved allocation of economic resources, that enhance the possibility of poor
to educate and increase the human capital; reduction of economic fluctuation;
political stability; and strengthening the social capital.
Ryszard Szarfenberg Theory and logic of social
transfers system
Author starts with a point that there is a need for development of social
transfers theory within social policy and social security theory. He criticizes
reciprocity principle in social policy context and shows how to use F.L. Pryor’s
conception of transactions in society in response to theoretical needs. It is
done by abstract examples, classifications of transactions and social services
and some remarks about tax benefits, subsidized employment, selective transfers
etc. In the next step author presents social transfer logic using threefold
classification of different tests: categorical, past contribution and self-help.
Last section describes theoretical possibilities concerning errors and problems
which may occur when we grasp whole logic of social transfer system functioning.
Anna Kurowska Who gets social transfers in Poland?
In the following article the author is trying to answer the question whether
social transfers in Poland go to the poorest households and those, who need them
most. Using recent data for Poland, form European Union Statistics on Income and
Living Conditions, she analyses the distribution of the sum of social transfers
(divided by different types of transfers) into income deciles. She also compares
the information about receiving certain types of transfers with information
about some other aspects of life situation of the members of analyzed households.
It comes out that significant part of different social transfers goes to
relatively rich households, and some of them (housing allowances, disability
benefits and social exclusion transfers) seem to reach not only those, that
really need them most.
Piotr Szukalski Demography and demand on child
care services and education – projections up to 2020
Years-to-come will be a period when births will increase. The size and pace of
the increase is assessed differently by institutions making demographic
projections. The results of the projections is related to expected demand on
child care services and on educational services. The text is aimed at indicating
how the demand will change depending on numbers of child at age of crèche,
kinder-garden, and primary and lower secondary school up to 2020.
Marta Derlacz The concept of working time on
the background of judgments of the European Court of Justice
According to the European Court of Justice on-call duty performed by a worker
where he is required to be physically present in the premises of the employer
must be regarded as constituting in its totality working time for the purposes
of Council Directive 2003/88 concerning certain aspects of the organization of
working time. Duty has to be taken into account when minimal rest periods and
maximum working time limit are concerned. Duty can constitute an overtime as
well. As a result in some branches e.g. medical services more workers have to be
employed. Argumentation presented in the judgments concerning on-call duty can
lead to the conclusion that also other periods when worker is in disposition of
the employer without performing professional activities, like business trip,
constitute working time. Judgments of ECJ have their consequences in the
legislative changes in Member States.
