Halina Sobocka-Szczapa - Educational Activity of
Job-Seekers - Need or Necessity?
One reason of appearing the instability on the polish labour market is mismatch
between qualification - occupational structure of labour demand, represented
by
employers, and labour supply understood as job - seekers. Consequence of this
occurrence is necessity of systematical promoting the continual learning idea
among this group of labour assets, because - as it comes from the researches
- educational activity of unemployed is very limited. The aim of this elaboration,
in connection with the above, is the synthesis of the conditions of the unemployed's
educational activity, which can be made based on previous researches of this
population, delved already by the IPiSS workers.

European Union countries. The first part of the article covers the theoretical
basis of the influence of tax wedge on labor market. Then, there is an overview
of the structure of tax wedge in Poland for average monthly gross wage in 2008.
The last part consists of the comparison of tax wedges in Poland and other European
Union countries. The results are that for Poland the problem is that the size
of the tax wedge does not vary with wages as opposed to many other countries
-
members of the European Union.

and
Seasonal Employment

In Poland. Main goal of the paper is to review former and current research's

at

Leszek Buliński - Institutional Changes in the
Health
Service: Gdańsk Example
The health service sector has undergone a range of changes within the last few
years due to the political situation of the country, including Poland's accession
to the EU in 2004. As a result of the changes to the system, socio-economic development
processes were based on the principle of freedom for market mechanisms as opposed
to the regulatory activities of the state function. The appearance of health
care changes in the city of Gdańsk is closely linked both to the legislative
and socio-political conditions. The Gdańsk model assumed the workers' privatisation,
under which the team had the right to establish partnerships in establishing
non-public health care institutions or creating individual specialist practices.
Even though it is not devoid of defects and shortcomings, the changes presented
in this article show a positive development trend relating to health service
reforms. There is no doubt that the departure from the centralized management
and administration of health care to that of a market economy promotes processes
for a more effective and rational management system.
Włodzimierz Anioł - On Some Aspects of Labour Migration
to Norway
Norway has experience of labour migration in a longer historical perspective,
particularly in connection with the large-scale emigration to North America until
the First World War. This article argues that in recent years labour migration
to Norway has increased significantly and has become the most important reason
for immigration. The process is beneficial since migrant workers help meeting
demand for labour, and thereby also contribute to economic growth, to unblocking
bottlenecks in the labour market and to curbing price and costs increases. At
the same time, the Norwegian Government and trade unions focus on preventing
labour migration from resulting in a dualisation of the labour market, with the
creation of a separate segment for foreign labour with terms and standards that
are significantly inferior to those applicable to other workers. This applies
especially to the so-called posted workers who are in Norway on short-term contracts.
Since May 2004 Norway has received a large number of labour migrants from the
new European Union countries, mostly from Poland. In 2007, about nine out of
every ten permits to labour migrants were granted to persons from the European
Economic Area (EEA), while Nordic citizens do not require any permits. In turn,
the main emphasis in the regulation of labour migration from third countries
is on facilitating the recruitment of skilled labour. The main aim of the proposals
presented in April 2008 to the Storting by the Government in the White Paper
on labour migration is to contribute to a migration policy that is flexible,
more transparent and predictable for all involved parties.
