Stanisława Golinowska - Rynek pracy w sektorze zdrowotnym. Zaniedbany obszar zarządzania
According to the thesis stated in the article, the labour market of the health sector is the analytically neglected area, which influences the weaknesses of the process of labour resources managing and, as a consequence, the lower efficiency of functioning in relation to the possible level. Moreover, this kind of weakness in the health sector management increases the danger of maintaining the serious unbalance between the labour supply and the labour demand. Such an unbalance is already present and is increasing; additionally, it has a global character. The lack of specialists in the medical professions is estimated globally at around 4,3 mln employed. Simultaneously, there is a huge increase of needs on the demand side. The main factor of increase of health needs – the increase of income – is nowadays intensified by the demographic and epidemiological changes, connected mainly with the population aging process. It is stressed in the article that in order to fight efficiently the shrinking of labour resources of medical professions, one should undertake immediate actions in the field of education, improvement of working conditions and wages of doctors and nurses, and introduce the institution of social dialog into the current system of collective bargaining in Poland.

Alicja Domagała - Kadry medyczne w ochronie zdrowia. Tendencje zmian w kraju i na świecie
This paper presents an overview of health care staff situation in Poland. During last years we can observe significant decrease of indicators of number of medical staff per population (in all medical staff groups). Working conditions of health care staff were not improved after implementation of health care reform in Poland, and some of changes were negative for health care staff (e.g. staff reduction). Low level of the remuneration and difficult situation at the labour market, make Polish doctors and nurses to work in other European Union countries. This trends and low indicators of health care personnel in Poland is very worrisome. The problem of the migration of health care personnel refers not only Poland. Results of the research of WHO inform about „the world crisis of resources of health care personnel”. According to estimation of the WHO, undermanning in the global health care system is about 4 mln of medical staff. In accordance with the strategy of the WHO, for the purpose of dealing with problems of the international migration, it is necessary to take actions, both at national and international level. To find the best solution for these problems countries must work both individually and together.

Anna Ruzik - Płace i relacje płac we gospodarce z perspektywy sektora zdrowotnego
The paper describes changes in the health sector wages in Poland in absolute terms as well as in relation to an average wage in the economy. The period of the analysis covers years 1998–2007, with a special focus on changes since 2004. It has been shown that nominal wages in the health sector have been increasing in the last years. Quite recently also their relation to an average has improved. Observed labour market and sector trends strengthen by a possible future labour supply shortages could have an effect on the increase in medical labour cost share in total costs of the Polish health care system.

Zdzisław Czajka - Zarządzanie wynagrodzeniami w publicznej służbie zdrowia
This article aims is presenting different actions, by government, trade unions, hospital managers and medical personnel within the confines of payment management in public health service after the reforms in 1999 y. All the time the main payment problem was increase salaries for medical personnel. Trade unions to demand level of salaries adequate to importance and function health service in whole economy and doctors and nurses qualifications. Between government suggestions and medical personnel expectation of salary increase was considerable difference. Changes in rules of public health service financed (as one of rule reforms in 1999) to cause decrease wages budget to happen. In this connection trade unions to organized different protests, like strike, sick leave and dismissed doctors from work. Government to show trade unions, that hospital managers to bear responsibility for salary increase. Trade unions are waiting from government strategic conception of payment system for doctor and nurses

Hanna Karaszewska - Mechanizmy wynagradzania lekarzy
The article tries to explain basic dilemmas as for decisions concerning the system of doctors' revenues. The major part of it presents the experiences of PZOZ in the field of contracting medical services with doctors in Poland. It was enlarged by foreign experiences.

Wiesław Golnau - Brytyjskie doświadczenia w kształtowaniu wynagrodzeń pracowników publicznej służby zdrowia za pomocą wartościowania pracy
The National Health Service is the publicly funded health care system of the United Kingdom. The organization provides the majority of health care in the UK. In 1999, The British Government published a paper entitled Agenda for Change – Modernising the NHS Pay System. The proposals set out in that paper included a single job evaluation scheme for all jobs in the health service to replace the old pay system. The Agenda for Change pay system began to be implemented in December 2004. The aim of this article is to analyse and evaluate the NHS job evaluation scheme from the point of view of future reforms in the Polish public health service pay system. The contents of the article are divided into four parts. The first part is devoted to the preparation of the NHS job evaluation scheme. The second part concerns the elements of the NHS job evaluation scheme. The third part presents the procedures which the NHS uses to evaluate jobs. The fourth part of the article describes the method of implementing job evaluation results for establishing pay grade and pay structure.

Marcin Mikos, Jarosław Kycia - Czas pracy lekarzy. Dylematy na tle zmian wywołanych dostosowaniem do standardów Unii Europejskiej
From several decades in both Polish domestic law and European law a legal approach towards prevention of working time elongation can be seen as the evolution in increase of working safety. However in case of medical staff following this rule resulted in significant increase in costs of employment and deficit in health care professionals. The text presents evolution of legal solutions concerning medical staff working time with coexisting controversies and perspectives

Dariusz Zalewski - Konflikty i interesy w sektorze zdrowotnym – ich instytucjonalizacja i rozwiązywanie
Conflicts and interests are the two sides of the same coin. Social dialogue function is to be institutionalised if conflicts come into existence in connection with different interests. The changes in health care system are required to take into consideration different groups’ interests so as to limit open conflicts occurring. Existing social dialogue institutions, especially Tripartite Commission, are not used to regulate conflicts around functioning of the public health care system. The main negotiations is held without social dialogue institutions conducting to dysfunction of public health care. The aim of this article is to show how we can control the conflicts in order to interest groups would by articulated in social dialogue institutions
