Biruta Skrętowicz - Poland 2030 Report: on Regional Policy
In the paper authors presented dynamics of chosen rates, which represents spheres recognized as highly diagnostic for the level of social and economic development of the region (labour market parametres production, investments) for the years 2000-2008. In this period all parametres showed increasement of development disproportions between voivodeships. Quickly growing advantage over other voivodeships was observed in Mazowieckie. Leaders of development were Silesian, Lower Silesian, Greater Poland and Pomeranian voivodeships contrary to the Eastern Poland regions, which placed on the last five places. So we can observe that polarization process was still deepening. In this context the greatest danger for the convergation idea seems to be potential realization of postulates included in the raport "Poland 2030. Development Challenges". The authors of the raport writes about the necessity of implemention in the coming years "polarization-difusion" model of development in Poland. The chance of "relatively poor regions" they see in the participation in the success of "growth locomotive", which means the regions of metropolies and regiona city centres, not in "rendering weak regions assistance in the frameworks of redistribution and benefits".
Jacek Męcina - International Crisis In Poland And Social Dialogue One The Enterprise Level - Polish Labour Market Perspective
After years of good situation in the labor market in the years 2006 - 2008, at the end of 2008, and especially in 2009. the risks related to the international financial crisis appeared on the Polish labor market. The international dimension of the crisis meant, especially in the first months of discussions on the possible and expected effects, the analysis of industries and economic sectors in which the consequences can be particularly hard felt. A key issue, which appeared in the public discourse, was a question regarding the impact on the labor market. At the end of 2008 the social partners represented on the Tripartite Commission for Socio-Economic took measures to reduce the size of the crisis and prevent its economic and social consequences. One area particularly vulnerable economically and socially to the effects of the crisis is the labor market and labor relations. Many issues that were in the final recordings were the result of a compromise package of employers and trade unions. Results of research conducted in 2009 on social dialogue at the enterprise level are valuable sources of information about the real problems of companies, risks that are recognized by the employers, employees and union leaders. The results also contribute to a projection scenario in the coming years.
Barbara Surdykowska - Social Partners Action During Economic Crisis
The article is about actions which have been undertaken by social partners (trade unions and employer organizations) in the time of economical crisis in EU. These actions resulted from bilateral or tripartite dialogue. One can see that time of crisis can sharpen social dialogue because of social partners' concentration on their particular interests. But from the other perspective crisis can lead to situation when social partners see common goals and social dialogue start to be more intense. Social partners often used such tools as: short time scheme (and mechanism of support for workers), reduction of salaries connected with shorter working time arrangements, introduction of flexible elements of wages, voluntary and involuntary dismissal, early or partly retiring scheme. There is still need for carrying out of more extensive research concerning the impact of economic crisis on the quality of social dialogue.
Halina Sobocka-Szczapa - Educational Mobility on Podlasie - test result
Article contains the presentation portion in Podlaskie Voivodship was launched comprehensive study, which aimed to identify any manifestations of mobility. Explored is educational mobility that can contribute significantly to reducing mismatches are structural, occurring in the labour market, and thus contribute to its flexibility and increase economic activity entities located in such areas. Educational Mobility is also valid with beneficiaries. Can improve flexibility, adaptability, meaning the number employed in the undertaking to changing conditions (economic viability, real wages, productivity, changes induced technological progress and technological, whether offered by the structural policy of the State).
Piotr Popek - Fraud and Error in the Field of Coordination of Social Security Schemes
Article describes genesis, working area and final rapport made by ad hoc group which was created by Administrative Commission on Social Security of Migrant Workers. Group focused on analysis of risk areas in which fraud and error, in the field of implementation of Community regulations on coordination of social security schemes, occur. Article focuses on findings of the group in the field of: cash benefits, applicable legislation, acting of insurance institution under bi and multilateral agreements on cooperation and data sharing and data matching.
