Elżbiety Kryńskiej- Extending Professional life and Polish Labour Market 

The employment rate of persons in older age groups in Poland is far lower than in European Union, and – additionally – has been decreasing significantly during recent years. Moreover, average level of exit age from the labour force in Poland is also lower than in the European Union. Negative economic and social consequences of the aging of the population (including labour force) need actions for the increase of the employment of elderly persons, i.e. extending their vocational activity period. The analysis presents actions for the extension of vocational life that were already undertaken in Poland, and indicates areas where the actions were not undertaken at all, or delayed.


Piotra Szukalskiego – Threatens vs. challenges – social consequences of the population ageing 

Increase in numbers and proportions of the elderly is related to numerous social, political, and economic consequences. As result population ageing could be treated both as a threaten and as a challenge to a society. The attention of the author is focused on arguments used by proponents of the mentioned approaches to the process of population ageing. A crucial argument against the first approach is – according to the author – a hidden and erroneous assumption about invariability when speaking about how age affect the health status and ability and propensity to work .


Piotra Obidzińskiego – Social Security in a Society Getting Older: Demographic Reserve Fund 

The subject of this paper is a Demographic Reserve Fund (DRF). The goal of the paper is identification demographical, economical and procedural law factors impact on DRF requirement. In the paper author describe the purpose of appointment of the Demographic Reserve Fund, specify possible receipts to the Fund and conditions to startup this financial means. Author specify also factors impact on DRF requirement: population structure on account of age and sex, conditions on labor market. Additional factor impact on DRF requirement is procedural law situation.

Piotra Ostrowskiego - Trade Union In the Making: a change of social exchange principles 

The paper presents three case studies relating to the establishment of trade unions in private greenfield sector in Poland. Peter Blau’s structural theory of social exchange constitutes the study’s theoretical background. Labour relation is treated as a exchange relation of resources accessible both to the employer and employees and the trade union as a factor of change of that exchange rules. The change occurs with taking the influential factors into consideration, i.e. core and periphery sector distinction, managerial approach and employees’ leader appearance


Przemysława Śleszyńskiego – Disabilities In Poland: Outcomes of Census 2002 Data  

The paper presents spatial analysis of diversification concerning the level of disablement on the basis of the last National Census, 2002. It indicates that the aforementioned disablement, to a larger degree, does not coincide with the distribution of the demographic old-age which is considered to be the main cause of disability (in quantitative terms). Among many other factors responsible for that situation, the article highlights such elements as functional structure, including the level of socio-economic development, unemployment and employment in agriculture. Also, the paper suggests that the high number of handicapped people in some gminas may be related with different approach on the part of the inhabitants to legal and administrative procedures that are required to obtain disablement status for economic purposes.


Jadwigi Nadolskiej – German Labour Market Policy Reforms 

In response to exploding cost of unemployment and continuing public pressure to solve the unemployment problem, the German Federal Government has started in the recent years the largest labour market policy reform in the history of the Federal Republic. This paper analyses a comprehensive set of labour market reforms which was implemented by so called Hartz - Commission in the years 2003 – 2005. It provides a detailed description of the organizational changes in the Public Employment Service and new instruments of German labour market policy. It also gives a first assessment of the effectiveness of presented elements of reforms.
