Elżbieta Kryńska, Zenon Wiśniewski - Thirteen Theses on the Reform of State Policy on the Labour Market in Poland
The analysis is the voice in a debate on the desired shape of state policy on Polish labour market. It was developed on the basis of the text of expert analysis carried out on commission of the Ministry of Labour and Social Policy in August 2007. Theses on the reform of labour market policy are based on an assumption that its main objective should be the growth of employment through the creation of conditions facilitating the development and maintenance of a greater number of better jobs. Attention is drawn, among many, to the necessity to: pass from labour market policy to employment policy; change the approach of the state to the labour market and develop new strategy, which is commonly known as workfare state; further deregulation of the labour market; maintaining balance in flexicurity, and restructuring active labour market policy (ALMP). Moreover, the issue of the improvement of the functioning of public employment services was also addressed.
Julian Auleytner - Legal issues of occupational diseases
Author presents his opinion concerning the Social Policy Principles Act and stresses its precedent character, also in international dimension. Contrary to Polish practice, the social service contracts are observed in ILO member countries. The Bill constructs a long term way of thinking of common social relationships between the State and citizien, which should avoid traditional, State paternalism and philanthropy in favor of selfresoursfulness and citizen far-sighted practiced in local societies.Nevertheless, the opinion underlines the weakness of the draf Act with reference to underestimated role of self-government and NGOs and a lack of diagnosis as a basis for social integration strategy. Additionally, the author recommends adoption of solutions with respect to the problem of high qualified people for social policy.
Barbara Szatur-Jaworska -Coments to Jozef Orczyk article "Some Remarks on Student's Allowances Ongoing Debate"
Responding to Józef Orczyk article, published in the 3rd issue of the "Social Policy" in 2007 the author presents her own opinion about the bursary system at the universities in Poland. She argues that universities should not be responsible for the social help for indigent students, and that this task should be within the competence of social institutions in their place of residence. The bursary system needs to be reformed, because it is prone to misallocation of resources and it is unfair (students in similar financial situation are treated differently). Universities should restrict to granting scientific scholarships and scholarships for best results in sport.
Adam Zych- Factors Limiting Minimal Wages Increase
The author discusses the issue of wage minimum from the perspective of his own professional experience, and clearly supports significant increase of the lowest wages currently in force. Interesting - although undoubtedly debatable - thesis is presented, according to which market economy is, generally speaking, not conducive to spontaneous growth of wages, the lowest in particular. Hard competition among economic entities that forces to constant lowering of costs, characteristic for that economy, is a special threat in that respect. Hence, according to the author, the state should intervene in the sphere of remunerations in the conditions of market economy.
Maciej Zawistowski - Open Pension Founds in Poland
The article is an attempt of summary of Open Pension Funds (OFE) activity made on the basis of data published by Financial Supervision Comission (KNF) from 1999 to 2006. The analysis concernes on four aspects of retirement insurance in the second pillar: number of members, scale of assets, investments and the level of rates of return. The author made an effort to show the most important conclusions concerning future OFE activity on the basis of previous results.
Jarosław Poteraj - The Old Age Pension System in Bulgaria
The paper presents an insight into the old age pension system in Bulgaria. There, the author’s goal was to present both past and present solutions employed by the Bulgaria’s pension system, in search for ideas worth consideration in international comparisons. In the summary, the author highlights as a particular Bulgarian approach the fact that employees experiencing difficult working conditions are treated with great attention from the very moment of collecting premiums.
